Iraq and Iran are in the category of countries whose interests are in conflict with the American corridor “India-West Asia-Europe” known as “IMEC”. This initiative was initially proposed by Abu Dhabi. This transportation corridor connects the countries of India, UAE, Saudi Arabia to the occupied territories and Europe.
Iraq, Iran, Kuwait and Türkiye are among the countries that are not included in this plan. Meanwhile, the Iraqi government had invited Tehran, Kuwait and Ankara to participate in the unveiling ceremony of the development road.
Currently, Iran has paid attention to the two initiatives of the North-South Corridor and the Chabahar Port, which connects the southeast of Iran to the southwest, and is trying to bring these two plans to the operational stage in the shortest possible time. In addition, from the words of the president in Iraq, we can understand the desire of the two countries of Iraq and Iran to establish continuous, coherent and strong economic relations through the road of development.
On the other hand, Baghdad's action in inviting Iran to participate in the unveiling ceremony of the development road project shows that it is not possible to advance the development road by excluding other neighbors. In addition, the Iraqi government is not indifferent to the expansionist actions of other neighbors and is trying to create a balance between its interests and those of its neighbors in order to avoid repeating the bitter experience of the 2000s and the beginning of the 2010s.
The proposal of the idea of a united West Asia by the President of Iran during his visit to Iraq is in a situation where this region has traditionally experienced conflicts that he did not initiate and has been damaged mainly by the interventions of Western countries. Therefore, the initiative of forming the Union of Muslim countries, which was proposed by the president, needs the fulfillment of preconditions in order to be put into practice.
These measures can be summarized as follows:
- supporting the independence of West Asian countries and resisting the interventionist policies of America and Israel;
- Abandoning cases whose design causes disputes; such as making a claim about the three islands;
- Containment of the means of threat by an agreement to which all parties are committed;
- reducing the import tariff of goods made in Islamic countries;
- strengthening the financial exchange system;
- agreement on non-aggression pact between Islamic countries;
- Creating a joint security system with the aim of fighting terrorism.
Currently, the Organization of Islamic Cooperation is a suitable tool for such actions, but some Muslim countries are not ready to accept this initiative and may consider it to be in conflict with their national policy and interests.
The creation of such a union is far from expected considering the existing conditions, but the two countries of Iran and Iraq can be the initiators of the above measures so that other West Asian countries can be encouraged to move in this direction.
Similar to the process of establishing the European Union, Islamic countries should start building trust from the economic sphere in the first step and move towards security agreements after receiving signs of goodwill from Muslim countries.
